Klimagasen, insbesondere CO2, zu reduzieren. Eine Strategie ist die
Förderung des Einsatzes von sog. »Bioethanol« (aus Pflanzen gewonnenem
Brennstoff) durch Subventionen für den Anbau geeigneter Pflanzen und
durch die Schaffung von Nachfrage durch die verpflichtende Beimischung
von »Bioethanol« zu konventionellem Treibstoff. Inzwischen wird kritisch
diskutiert, dass ein nicht erwarteter Effekt dieser Strategien die globale
Verknappung und Verteuerung von Lebensmitteln ist.
Analysieren Sie diesen Zusammenhang mit Hilfe der drei »Logiken« des
»Modells soziologischer Erklärungen«, indem Sie das Modell auf die
rationalen Handlungen der verschiedenen Akteure und die kollektiven
Handlungsfolgen anwenden.
Zur Untersuchung des oben geführten Problems werde ich mich größtenteils
auf die Arbeiten des Soziologen Hartmut Esser beziehen. Ich werde mithilfe
des „Modells soziologischer Erklärungen“ (MSE) (Esser, 1993) versuchen die
Problematik mit Bioethanol zu analysieren.
Das MSE bezieht sich in den meisten Fällen auf individuelle Akteure auf der
Mikroebene, die rational handeln. In diesem Fall aber, ist das Handeln der
individuellen Akteure bestimmt durch institutionelle Rahmenbedingungen,
hier die verpflichtende Beimischung von Bioethanol zu konventionellem
Treibstoff. Deshalb stellt es sich auf den ersten Blick schwierig dar, die
verantwortlichen Akteure zu finden und deren Handeln zu untersuchen. Nun
kann man noch weiter zurückgehen und das Handeln der betreffenden
Akteure, Herrschende und Beherrschte, damit erklären, dass durch die
Erkenntnis der Umweltverschmutzung ein breiter Konsens in der
Gesellschaft herrscht diese zu reduzieren. Deswegen hat der größte Teil der
Handelnden, die Bioethanol benutzen, auch Einfluss auf die Herbeiführung
dieser Regelung gehabt, da eine Lösung zur Reduzierung von CO2 gesucht
wurde und diese vermeintlich in der Anwendung von Bioethanol gefunden
wurde.
