Zum Ende des ersten Abschnitts gehen wir auf typische Klischees und Vorurteile gegenüber Bürokraten bzw. Beamten ein und wollen klären ob diese der Realität entsprechen. Ein Bild des typischen Bürokraten lässt sich objektiv anhand der Erfordernisse für den Eintritt in die Beamtenlaufbahn und der Beweggründe der Bewerber kennzeichnen. Verschiedene Sozialisationsinstanzen prägen den Bürokraten, diese werden im Verlauf diese Abschnitts aufgezeigt. Zu guter letzt wollen wir Möglichkeiten darstellen, um mit bürokratischen Verhaltensmustern zu brechen, um Verwaltungshandeln effizienter und effektiver und die Verwaltung grundsätzlich menschlicher zu gestalten. Dabei gehen wir insbesondere auf das Modell des New Public Management (NPM) und neue Möglichkeiten in der Personalentwicklung ein.
